This turns out to be a known issue in 1.16.1, and it seems that it will be fixed it 1.16.2:

In their own test suite, they updated the test JWT to use a different signature, but I couldn't figure out where to do that in our own test suite, and since the issue claims it will be fixed in 1.16.2, I opted to just skip the test for now on Vault 1.16.1.

If we see it failing again with 1.16.2 we'll look into it further then.
