Pull Request Overview
This PR aims to improve the clarity and organization of the release notes.
- Adds a Summary section to provide an overview of the release.
- Introduces detailed Upgrading instructions with a dedicated Cookiecutter template subsection.
- Structures the document with separate sections for New Features and Bug Fixes, including placeholders for future updates.
