What does this PR do?

Remove beta tag from content packages spec.
Update tests for content packages so they represent GA use cases.

Why is it important?

So content packages can be released as GA, in preview since 3.3.0.

Checklist

Spec was still marked as beta, and tests hadn't been updated. Remove the
beta tag and update tests.

Umm, no, actually content packages were intended to be in preview also in 3.3.
