Description
This change adds project capabilities for properties related to publishing, making them available in existing telemetry streams.
Customer Impact
These properties will be reported in telemetry streams when loading the project in VS or VS Code.
Regression
No
Risk
Low - there are already other ProjectCapabilities, this just adds a couple to the existing stream, and has no effect on the build otherwise.
