This PR implements the suggestion from #696 "Update to Ubuntu 22.04 as standard".
It converts workflows which previously only ran on ubuntu-20.04 or only on
ubuntu-latestto instead run only on ubuntu-22.04. (Any workflows which run on both ubuntu-20.04 and ubuntu-22.04 may still retain an example of ubuntu-20.04.)In addition it changes documents DEVELOPMENT.md and README.md to specify ubuntu-22.04 in all examples (replacing
ubuntu-latestin some cases).
