This bumps Skopeo to v1.22.0 to go along with the recent bumps of Buildah to v1.43.0 and Podman to v5.8.0. This also bumps c/common to v0.67.0, c/image to v5.39.1, and c/storage to v1.62.0.
A few cherry picks were also made from the main branch to this one.
I also wanted to include #2714 from @jlebon , but it required the newest versions of c/image, which can't be put into this branch at this point without doing a full container-libs vendor bump and then dancing up through Buildah and Podman too.
The release-1.22.0 branch was made from the top of tree in the release-1.21 branch (48a05d7)
