It was added for debian so they could build without the deps but this is no longer needed, the tag is broken and fails to compile so just get rid of it to simplify the codebase. Fixes: containers#2877 Signed-off-by: Paul Holzinger <pholzing@redhat.com>

They were needed by debian but debian now has these dependencies so this is no longer needed.
