Bump regalloc2 to 0.10.2 to pull in a fix for a fuzzbug. As regalloc2 now depends on rustc-hash 2.0.0, we have an audit to do before we can merge this. Additionally, we should backport this update to the release-25.0.0 branch once it lands.
