Rationale for this change

We are fixing some bugs introduced in 48.0.0

What changes are included in this PR?

  1. Changelog. See rendered version https://github.com/alamb/datafusion/blob/alamb/prepare_48.0.0/dev/changelog/48.0.1.md
  2. Update versions to 48.0.1
  3. Update changelog generator script to include a link to the upgrade guide

Are these changes tested?

Are there any user-facing changes?
