This PR bumps Swatinem/rust-cache from v2.8.2 to v2.9.1.

rust-cache v2.8.2 depends on Node.js 20, which reaches End of Life at the end of April 2026. GitHub Actions already emits the following deprecation warning on every workflow run:

Warning: Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: Swatinem/rust-cache@779680da715d629ac1d338a641029a2f4372abb5. Actions will be forced to run with Node.js 24 by default starting June 2nd, 2026. Please check if updated versions of these actions are available that support Node.js 24.
