Closed Network Controls
USA-only membership, wallet registration, and final account approval are controlled before member activity opens.
KYC intake, USA-only jurisdiction checks, document review, and registered PYRA wallet addresses are required before activation.
Members may transact on public blockchains, but network status is tied to reviewed roster records and approved wallet addresses.
Pyramidion Cryptocurrency LLC does not cash out, redeem, broker, or convert PYRA for fiat or other tokens.

Emergency Recovery Loop
Emergency mode is for outages and disaster conditions. It creates review evidence, not a blockchain transfer.
pyra_emergency_iou records preserve who owes whom, the PYRA amount, the intended chain, and the reason for later settlement.
Debtor and creditor payloads carry the same IOU id so both parties have a chance to preserve the obligation when connectivity returns.
pyra_emergency_recovery_packet and pyra_emergency_settlement_plan exports can be reviewed without KYC documents, seed phrases, private keys, signatures, or broadcasts.

Proposal results will publish public-safe snapshots after member approval gates and chain indexing are live.
