bring back shibboleth-mu.php... it appears WordPress MU 'activate [plugin] site wide' is completely broken

    5555Shibboleth works equally well with WordPress MU using either vhosts or folders
    56 for blogs.  Upload the `shibboleth` folder to your `plugins` folder (the
