Yay, another tutorial.

1) Start with a base. Let's practice with this one.

2) Duplicate base layer and set to Soft Light. Keep this layer on top. I always like to make a soft light layer because it makes the color deeper.
3) New Adjustment Layer > Levels. I use this layer to balance out the colors to how I want them.
RGB: 0, 0.75, 220
Red: 0, 1.15, 255
Green: 0, 0.95, 225
Blue: 0, 1.05, 225

4) New Adjustment Layer > Selective Color. Here is where we'll do the funky colors. Feel free to experiment and go crazy on this one.
Reds: -100, +60, +100, 0
Yellows: +100, -23, +100, 0
Neutrals: +38, 0, -100, +35

5) Finished! Add text or brushes or whatever you want.
