The ORC was originally established as the State Rehabilitation Advisory Council (SRAC) to advise the designated state agency regarding its performance in providing vocational rehabilitation services to individuals with disabilities. The passage of the 1998 Amendments to the Rehabilitation Act changed the Council&#8217;s name to the Oklahoma Rehabilitation Council.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Mission<\/h2>\n\n\n\n<p>The mission of the Oklahoma Rehabilitation Council (ORC) is to facilitate consumer education and empowerment, to assure services are of high quality and lead to the employment of individuals with disabilities within Oklahoma.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Vision<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Council is a significant resource FOR and PARTNER with the Oklahoma Department of Rehabilitation Services.<\/li>\n\n\n\n<li>Council members advocate assertively and knowledgeably on behalf of people with disabilities.<\/li>\n\n\n\n<li>Council members take a leadership role to partner with many other organizations to benefit those with disabilities.<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h2 class=\"wp-block-heading\">Functions of the Council<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Review, analyze, and advise the Oklahoma Department of Rehabilitation Services regarding the performance of its responsibilities.<\/li>\n\n\n\n<li>In partnership with the Department of Rehabilitation Services, develop, agree to, and review state goals and priorities and evaluate the effectiveness of the VR\/VS program.<\/li>\n\n\n\n<li>Advice the Department of Rehabilitation Services regarding activities authorized to be carried out and assist in the preparation of the State plan and amendments to the plan, applications, reports, needs assessments, and evaluations.<\/li>\n\n\n\n<li>Conduct a review and analysis of the effectiveness of vocational rehabilitation\/visual services and consumer satisfaction.<\/li>\n\n\n\n<li>Prepare and submit an Annual Report to the Governor and the Commissioner of RSA on the status of vocational rehabilitation programs operated within the state.<\/li>\n\n\n\n<li>Coordinate the work of the Council with the activities of other disability-related councils.<\/li>\n\n\n\n<li>Establish working relationships between the Department of Rehabilitation Services; the Statewide Independent Living Council, and the Centers for Independent Living within Oklahoma.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns alignwide is-layout-flex wp-container-core-columns-is-layout-d0b3c9c8 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<hr class=\"wp-block-separator has-text-color has-alpha-channel-opacity has-background is-style-wide\" style=\"background-color:#0063a2;color:#0063a2\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">WIOA State Plan<\/h2>\n\n\n\n<p>The Workforce Innovation and Opportunity Act (WIOA) State Plan, including the Vocational Rehabilitation Section, is open for the 30-day comment period.&nbsp; It will be effective March 12, 2026, through April 12, 2026.<\/p>\n\n\n\n<p>View the <a href=\"https:\/\/oklahoma.gov\/content\/dam\/ok\/en\/workforce\/documents\/2024%202027%20WIOA%20State%20Plan%20MODIFICATION%20for%20Public%20Comment.pdf\" title=\"\">WIOA State Plan<\/a>.<\/p>\n\n\n\n<p>Stakeholders are invited to review the plan and submit any comments, questions, concerns, errors, or formatting issues through the official comment form linked below.<\/p>\n\n\n\n<p>Submit comments to the <a href=\"https:\/\/forms.office.com\/Pages\/ResponsePage.aspx?id=ZHgwmpg-CE-5CnKLYs8yxeEPgVv-rUhJt0MPqNRQjGVUODZHQlNTMUYwTk1ZQ1lJUldYOUM2RVhBRS4u\" title=\"\">State Plan Modification Public Comments form<\/a>.<\/p>\n\n\n\n<p>To ensure all feedback is captured, tracked, and addressed appropriately as part of the formal public comment record, all comments must be submitted through the link above.
