The building itself is mostly offices, with a couple cafes and an electronics store at the bottom. Rinzler's base of operations, however, is entirely roof-based. He's taken up residence in a small maintenance space—the elevator control room, to be specific. This is where he takes (occasional) rest cycles, and stores his energy vials or anything else he picks up while exploring. The room itself is small, a concrete structure with two entrances: a hatch (usually secured) that grants access to the shaft itself, and a metal door to the roof outside.
While he doesn't sleep there, the roof itself is also part of Rinzler's domain, and actually the reason he chose this location. The building's taller than most of the surrounding ones—and has a clear line of sight to the front of the hospital. Yep. Rinzler's doing his very best to creep on everyone. Fortunately for the rest of the world, he's out and exploring frequently enough that his odds of catching new arrivals are variable at best. A few noise-traps near the easiest approaches are in place to round out his paranoia, and he's broken the rooftop hatch into the building in a locked position; it won't open without considerable force. Worth noting that no approach is exactly "easy", and it's high enough that it's difficult to get a glance on top without actually going there.
