Following is a list of current data privacy incidents that may affect certain members. Blue Shield takes these situations seriously and is committed to protecting the privacy of our members.
Blue Shield privacy notifications
January 5, 2026 - Record Merge Issue - Blue Shield of California (Blue Shield) has begun notifying certain members of a privacy incident, where some Blue Shield members were able to potentially view another member’s information in their member portal account. The cause of the error was a record merge issue during a system enhancement to increase performance. For more information, click here.
Third-party notifications
November 18, 2025 - Conduent disclosure – Blue Shield of California (Blue Shield) received notification from Blue Cross Blue Shield of Illinois (BCBSIL) that Conduent, who BCBSIL uses as their third-party services provider that offers printing/mailroom, document processing, payment integrity, government benefits and other back-office support services, experienced a data security event which potentially impacted Blue Shield members’ information. At this time, there is no evidence that Blue Shield’s systems were affected by this incident. November 4, 2025 - Cierant disclosure – Blue Shield of California (Blue Shield) received notification from Horizon Blue Cross Blue Shield of New Jersey (Horizon) that Cierant, who Horizon uses to mail letters to members or providers, experienced a data security event which potentially impacted Blue Shield members’ information. At this time, there is no evidence that Blue Shield’s systems were affected by this incident.
