First Tutorial In This Journal:

Making this Icon: from this: in about 3 easy steps using PSP9!

First, We start off with this Base:

-Base credit to BasicBases. Thanks!

Anyways, Now, We take this:

-Made By ColorFilter. Paste it on top of your base, and set it to Multiply.

Now, Erase all of the texture on Billie, So he is clear. Duplicate the texture layer twice so it becomes darker. You should now have something like this:

. And Viola! Thats it....Its A very Simple icon!
