Abilities:
Last order is the administrator of the Misaka Network. Because of this, she has perfect control over the information that goes through it. She can choose what information is available and to who. She can consciously do this. She can also remove Accelerator's ability to talk at her discretion. Because Last Order is basically the commander of the Misaka network, and thus the clones, the other Sisters can not fight back or refuse any commands that Last Order issues. This network is called Radio Noise. She has full access to all the other Misaka's memories and experiences.
Last Order is a Level 3 as an Electromaster. She has 126/20000 of the original capacity of the original Misaka. She has the same abilities though.
Last Order can pick electric locks.
Since Last Order is the failsafe clone created to keep the program from going out of control, she can also be made into the core. By forcing a code into her, Last Order can summon an 'Angel.'
Character Personality:
Last Order definitely acts like the age she looks like. She's very young and is full of energy. She's so energetic, that the amount of energy she shows seems to wear everyone else out. Last Order is also a very curious child. She has the tendency to approach things or even people without truly knowing whether it is safe or not to do so. Her bold nature, curiousity that needs to be quenched, and the energy to actually go out and do these things can make her an easy target to get captured or into trouble. By the way, she's really good at getting kidnapped. It's like Accelerator's job is to make sure this girl doesn't get kidnapped or go on some wild goose chase to get her back. That limitless energy that she seems to exude even tires out the other Misaka clones sometimes.
She also has a bit of a child-like naivety to her. It most likely is because she's so young, but it also might be because Last Order seems to easily trust others. This also becomes a bit of a nuisance, as she will easily approach people. It isn't that Last Order can't distrust people, but that if she sees that people have proven that they can be reliable or trusthworthy, she will truly trust them. It's why that despite the fact that Accelerator had slain so many of her sisters, she's still able to trust him. She believes that he didn't truly want to participate in slaying them and that he had shown that he was someone she could rely on.
Last Order is supposed to be the last of the clones and she has decided that she wants to live for herself instead of dying. Because of this, she looks forward to her life. She tends to look at things from a child's point of view, which is to be expected considering her age and appearance. She's very much like a child who's still learning.
Even though she's quite childish, she's very strong. She knows of the fates of all the Misaka clones, as she can view their experiences and memories at her will. Even though she knows of this, in a way, she also knows compassion. She cares for Accelerator very much for example. Even though he had killed so many of them, she believes there's good in him. She's optimistic in her views and she's able to grow because of it.
She isn't always just a ball of optimism and happy feelings though. Last Order does get upset and angry, she just tends to react childishly. It's so very obvious when she's upset too, as she whines a lot or becomes very hard to deal with. She'll resist being told what to do or nag a lot. All her reactions are basically what a young child would do when they don't get what they want.
Last Order is very honest though. It might be because she hasn't learned to mind her words or manner, but she will easily tell you what's on her mind or how she feels. It's probably because of this trait, that others are willing to overlook her flaws, as it's a rare trait for one to have and it makes her all the more endearing.
