Okay, start with your base, and prep it as you feel necessary. With mine, I sharpened it once, and duplicated it once, setting it to screen, opacity 60, to lighten it.



Next, we add a new raster layer, setting it on Burn, then fill it with (#B8E3FF)



Now, add a new Hue/Saturation Adjustment Layer, and set Master to +40. (Fiddle with this number.. The result varies from picture to picture.)



Next, add a new Brightness/Contrast Adjustment Layer, setting Brightness to +12, and Contrast to +10. (Again, fiddle with these numbers.)



Add a new raster layer, set it to Exclusion, opacity 70, and fill it with (#0B175F).



Add another raster layer, setting it to Soft Light, opacity 100, and fill it with (#8FE1FF)



Next, duplicate the base, and drag it to the top, setting it to Burn, opacity 50.



This next step is optional, but I like it.

Make another Hue/Saturation Adjustment Layer, and set the Master to 50, then set that layer to soft light.


Merge all your layers, add a border if you'd like, and you're done!
