Thesis: Young Farmers and Rural Development

Draft intro: Rural depopulation and agricultural aging in South Korea and France threaten the viability of farming and rural communities (INSEE; KOSIS). Governments promote “young farmer” supports, but it is unclear whether they reduce structural entry barriers or mainly offer short-term incentives. France’s DJA ties start-up aid to professional capacity and a multi-year business plan. Korea’s debate highlights land access as a binding constraint, with KREI proposing institutional farmland solutions alongside settlement support (KREI; MAFRA). This thesis evaluates durability (retention/viability) and asks what elements can be adapted across cases given land governance, financing, and delivery capacity (ECA; MSA). It distinguishes surface incentives from structural reform and links design to outcomes.
