Lebanon continues to face a socio-economic crisis, marked by widening gaps in public services and humanitarian response. Vulnerable communities are left without access to essential support, as urgent needs ranging from food and shelter to education, protection, and healthcare remain unmet in the absence of timely macro-level solutions and a comprehensive social assistance framework.
In response, CARE International in Lebanon (CIL) launched LINKS in 2022, a free, dynamic online platform designed to enhance humanitarian coordination and service delivery across the country. LINKS, which stands
for Linking, Informing, Networking, and Knowledge-Sharing connects four key stakeholder groups:
People in need
Local organizations
Resource providers (individual and institutional donors)
Expert volunteers
By leveraging modern Information and Communication Technology (ICT), LINKS streamlines humanitarian interventions, enabling faster responses, smoother operations, and more effective data management. Its Trends & Alerts feature identifies emerging humanitarian gaps in real time, empowering registered organizations and donors to design and implement projects that directly address community needs.
The platform also integrates a Disaster Risk Management (DRM) system, featuring a Disaster Risk Reduction (DRR) component and an Early Warning System (EWS). This mechanism generates and disseminates timely alerts to at-risk users, facilitating early prevention, rapid response, and coordinated action among organizations.
Finally, LINKS includes an E-learning section that offers certified training and educational resources to build the capacity of staff within registered local organizations, ensuring that humanitarian actors are equipped with the skills and knowledge needed to serve their communities effectively.
