Can the President act independently?

Rarely. The president of India is mostly a formal head. This means they usually follow the advice of the council of ministers (led by the prime minister) and do not take decisions on their own. Under Article 74, the President is generally bound to act on the "aid and advice" of the Council of Ministers.
