If the local police station refuses to file your FIR, do you have any other options?

Yes. If the officer-in-charge refuses to register an FIR for a serious (cognizable) offense, you can write the complaint and send it by registered post to the Superintendent of Police (SP) or the Deputy Commissioner of Police (DCP), who is legally obligated to initiate an investigation.
