Can a minor who commits a crime be locked up in a regular jail?

No. Under the Juvenile Justice (Care and Protection of Children) Act, a child in conflict with the law cannot be kept in a police lock-up or a standard adult prison. They must be sent to an Observation Home and cannot be handcuffed.
