Is a "bounced cheque" just a civil dispute with the bank?

No. A dishonored cheque (bouncing due to insufficient funds) is a criminal offense under Section 138 of the Negotiable Instruments Act. If proven guilty, the offender can face imprisonment for up to two years, a fine up to twice the cheque amount, or both.
