Can a police officer arrest a sitting Judge or Judicial Magistrate?

No, not directly. To protect the independence of the judiciary, the Supreme Court has laid down strict guidelines. A judicial officer cannot be arrested without prior intimation to and permission from the District Judge or the Chief Justice of the respective High Court.
