Can a restaurant force you to pay a "Service Charge"?

No. The Central Consumer Protection Authority (CCPA) has issued guidelines stating that a "Service Charge" (which is essentially a tip) is purely voluntary. A consumer can ask the restaurant to remove it from the bill.
