Is a confession made to a Police officer is a valid evidence in court?

No. Under the Indian Evidence Act (now Bharatiya Sakshya Adhiniyam), a confession made directly to a police officer is completely inadmissible as evidence to prevent forced or tortured confessions. It must be made before a Magistrate.
