No, the Indian Parliament cannot rewrite or repeal the entire Constitution. Under the landmark Kesavananda Bharati ruling (1973), Parliament can amend the Constitution under Article 368, but it cannot alter or destroy its "Basic Structure" (such as democracy, secularism, and judicial review).
