Yes. A person who is not an MP or MLA can be appointed as a Minister (or even Chief Minister/Prime Minister), However, under Article 75(5) (union) and Article 164(4) (state) of the Indian Constitution, they must get elected to the legislature within six months of their appointment, failing which they cease to be a Minister.
