The second round is already forming. What got HSBC HK and Anchorpoint through had nothing to do with size. HSBC came in with a live track record — its Tokenised Deposit Service was already running in four countries before the application was filed. Anchorpoint spent nearly three years in the HKMA sandbox, then filed on day one of the Ordinance. The HKMA wasn't selecting the best pitch. It was confirming what it had already seen.
