Uses Photoshop 7

Open your base and crop it to 100x100px. Duplicate the background layer and set it to Soft Light 100%.

Color in her skin on a new layer with a skin color (I used #F5C2AC and an anti-aliased brush). Set the layer to Multiply 100% (Do not color the eyes or lips).

Color in her lips on a new layer with a red color (I used #A93B34 and an anti-aliased brush). Set the layer to Multiply 100%. You can also color her eyes if you'd like, but I did not. I guess this step can be done on the same layer as the last, but I like to keep it on a separate layer in case I make a mistake.

Add the following texture by cdg. Set to Soft Light 100%.

Layer > New Adjustment Layer > Curves. Input these settings:
RGB:
Input: 134
Output: 172
Red:
Input: 131
Output: 135
Green:
Input: 138
Output: 141
Blue:
Input: 134
Output: 159

Layer > New Adjustment Layer > Selective Colors. Input these settings:
Reds: -45 / +39 / -60 / -36
Yellows: -10 / +10 / -31 / +15
Neutrals: +3 / -7 / -10 / +14

Layer > New Adjustment Layer > Selective Colors. Input these settings:
Reds: -21 / -8 / -41 / -9
Yellows: 0 / +100 / -100 / 0
Neutrals: +17 / +5 / +8 / -11

New Layer. Fill with a dark blue (I used #070941) and set to Exclusion 100%

Layer > New Adjustment Layer > Hue/Saturation. Set the master saturation to +19.
