Curves layer
RGB: Point 1 - 169>200 Point 2 - 255>219
For the second point, just move the point from the top right to 219.
Red: Point 1 - 139>146 Point 2 - 160>173

If your picture is too dark, just duplicate your base and set it to screen at whichever opacity looks good. If it's too dark, duplicate you base and bring it alllll the way to the top and set to multiply. It looks better at the top than the bottom. ;)

Program used: PSP XI
Involves: Curves, color balance, hue/sat, brightness/contrast and fill layers
17 steps

I am going to try my best to try and explain why I did what in each step. Just to warn you, I'm really not the best at explaining stuff. At least I don't think so. Hope you enjoy this tutorial! Sorry for how long this is, I just couldn't stop adding stuff to it.

Step 1 Make a hue/sat layer.
I upped the saturation on master to 10 to give the picture a little orange.

Step 2 Make a curves layer.
I wanted to give my picture a little brightness. If you don't like curves, you could copy your background, drag it above your hue/sat layer and set to screen around 25. My curves setting is: first dot: 148>176 (I'm not totally sure but I believe that's input: 148 output: 176, PSP doesn't tell which is which so I hope I'm right lol!) second dot: 62>90. This was a little to bright for this picture so I set the opacity to 45%.

Step 3 Make a raster layer
Fill with #cde5f5. Set to burn 20%
This just added a tiny bit of blue to the picture.

Step 4 Make another raster layer
Fill with #271109. Set to exclusion 60%
This gave the picture a bit of brown soft coloring.

Step 5 Make a color balance layer
Midtones: 7,-5,0
Shadows: 6,0,11
Keep preserve luminance checked.
Set this layer to 50% opacity.
I wanted to add a tiny bit of red shadows and redness to give this a more softer red coloring, if that even makes a bit of sense lol!

Step 6 Make another color balance layer
Highlights: -14,0,11
Keep preserve luminance checked.
I wanted to brighten this up with some cyans. I keep the settings low because you don't want to go radioactive with a bunch of cyan colors.

Step 7 Make a raster layer
Fill with #533e0b. Set to exclusion 10%
This just gave the picture some more very soft brown coloring. It's almost barely noticable, but it did soften it up a bit.

Step 8 Make another raster layer
Fill with #eec2f4. Set to soft light 35%
I want to give my picture a nice soft pink layer. If your picture is way too pink or not enough, play around with the opacity.

Step 9 Make yet again another raster layer
Fill with #ffffff. Set to exclusion 10%
Adding more softness colors to the picture. This makes it washed out, but don't worry it will be fixed in the upcoming steps.

Step 10 Make a brightness/contrast layer
Brightness: 15
Contrast: 50
Set this layer to soft light 35%
This fixed some of the washed-outness from the last step, but it still looked a bit washed-out to me, so we have to do more to fix that.

Step 11 Copy your base and put it over the last step
Desaturate the picture (hue/sat, master, saturation: -100)
Set this to soft light 30%.
Now the picture isn't too washed-out now. If your picture is still a little washed out, play around with opacities. Sometimes I usually have this between 30% - 45%.

Step 12 Make a hue/sat layer
I wanted to add a bit more saturation. In master, I set the saturation to 20.
I set the opacity of this layer to 55% because I didn't want too much saturation.

Step 13 Make a color balance layer
Midtones: -10, 0,-5
Keep preserve luminance checked.
I wanted to get rid a some of the redness of the picture.

Step 14 Make a raster layer
Fill with #dcdcdc. Set to soft light 30%
I wanted a bit more softness on the picture.

Step 15 Make another raster layer
Fill with #f7ddf0. Set to burn 20%.
I wanted just a tiny bit of pink on the picture and this layer made the last one not so washed-out.

Step 16 Make a color balance layer
Midtones: 0,-10,0
Shadows: 5,0,0
Keep preserve luminance checked.
This added some magenta colors to the picture. If its to much on your picture, lower the opacity a bit or you can just skip this step.

Step 17 Make another color balance layer
Midtones: 7,6,0
Shadows: -4,0,0
This took out some of the magenta colors from the last layer, but not too much as I wanted to keep a bit of the colors on the picture.

If your picture is too dark, copy base, put it over background layer and set to screen. If it's a little bright, you can copy your base and bring it over all your layers and set to multiply. Play around with opacities as always, as no picture is ever the same.

Step 1 - Crop your base. If you need to sharpen your base, I always do it at the end by Copy Merge then Paste, sharpen and lower the opacity if I need to. It's better than sharpening the base in case it gets too oversharpened when you get to the end.

Step 2 - Make a Curves layer. (This is just to brighten the base, you can just copy your base and set to screen if you want. And sometimes I lower the opacity to around 20 - 40% because my base is already bright.)
RGB: 90 > 155

Step 3 - Make a Color Balance layer
(Make sure Preserve luminance is checked)
Midtones: -15, 10, 5
Shadows: 10, -5, -7
Highlights: -5, -10, 15

Step 4 - Make a Channel Mixer layer
(Make sure the monochrome is unchecked)
Red: R:105 G:-5 B:-10
Green: R:50 G:-30 B:90
Blue: R:20 G:20 B:90
Set the opacity of this layer to 50%

Step 5 - Make a Hue/Sat/Lightness layer
Master: Saturation - 35
Reds: Saturation - -10
Yellows: Saturation - 15
Cyans: Saturation - 10
Blues: Saturation - -20
Magentas: Saturation - 15

Step 6 - Make a Raster layer
#fdf131 set to Softlight 20%

Step 7 - Make a Brightness/Contrast layer
Contrast: 10

Red: First point - 70 > 90 Second point - 210 > 218

#0a276c set to Exclusion 25%

Step 13 - Make a Color Balance layer
(Make sure Preserve luminance is checked)
Midtones: -10, 7, -5
Shadows: 0, -5, 7

Step 14 - Make a Hue/Sat/Lightness layer
Master: Hue - 10 Saturation - 20 Lightness - -5
Set the opacity of this layer to 60%

Step 15 - Make a Raster layer
#defdfa set to Burn 35%

Step 16 - Copy base and bring to top and set to Screen, opacity 25% (I felt like my icon needed a little more brightness, so this is really optional)

Step 17 - Copy base again and bring to top over Screen layer, set to Softlight, opacity 20%

As always, you have to play around with the layers and settings to make it work for your picture.
