Admission of MYP students to Dutch International Schools (grade 6-10)
Regulations
International Primary & Secondary Schools are state funded and therefore have to comply to regulations on admission of students.
For Dutch International Secondary Schools these rules are to be found in the Regulation on International Oriented Secondary Schools 2010 (IGVO-regeling 2010), article 8.
The Dutch International Schools agreed with the Ministery of Education that they will align the principles of student admission.
In essence both regulations state that a student can only be admitted to an international department if he/she complies to one of the following three conditions:
1) The student has a non-Dutch nationality (or: also a non-Dutch nationality) and has a parent that is working in The Netherlands (or in a Dutch border region) for a limited time;
2) The student has the Dutch nationality and has lived and gone to school abroad for at least two years because a parent was stationed abroad;
3) The student has the Dutch nationality and has a parent (with whom the student will be living) that will be stationed abroad within two years and for at least two years. This is to be proven by a written statement of the parent’s employer.
For entrance into the IB Diploma programme (grade 11/12), Dutch nationality students can be admitted to a Dutch International Secondary School provided they:
- have a HAVO diploma or a certificate of promotion from VWO4 to VWO5,
- meet the academic requirements of the chosen subjects, and
- can prove that they are sufficiently fluent in English, at the discretion of the international school.
Remarks
1) Admission
The student has to meet one of the conditions above at the date he/she is admitted to the International School. Once a student is admitted, he/she can stay there to the end of the last year of the curriculum of the school (unless expelled for another reason).
2) Primary-Secondary
In the Dutch educational system, there is a relevant distinction between primary and secondary schools. This means that a student who finishes the primary school curriculum cannot automatically enter the secondary school curriculum. He/she has to be officially admitted to the secondary school and, at that moment, has to meet (again) one of the conditions for admittance as mentioned above.
3) School policy
The conditions for admittance are relevant in the relationship between the school and the Dutch government but do not give parents a right to admission or stay of a student. Within the government conditions schools can still have individual policies on admittance, reference and expulsion.
Student administration
The Dutch International Primary & Secondary Schools must ensure that a student complies with the conditions for admission and can prove this to the government (i.e., the Inspectorate).
To have such a proof, the Dutch International Primary & Secondary Schools have agreed that at least the following information should be available in the school’s student administration:
1) For a student complying to condition 1:
a) A proof of foreign nationality (copy of passport or other official government issued document).
b) A signed statement of the parent that he/she will be working in The Netherlands (or in a Dutch border region) for only a limited period of time.
2) For a student complying to condition 2:
a) A proof of Dutch nationality (copy of passport or other official government issued document).
b) A signed statement of the parent that he/she was stationed abroad, has recently lived there with the student and that the student has gone to a local or international school abroad for at least two years.
3) For a student complying to condition 3:
a) A proof of Dutch nationality (copy of passport or other official government issued document).
b) A signed statement of the employer of one of the parents, stating that the parent will be sent abroad within two years and for at least two years. (In case the parent is self-employed: A signed statement of the parent, stating that he/she will go abroad within two years and for at least two years.)
c) A signed statement of the parent that the student will move abroad with him/her.
(For regular students entering the IB Diploma Programme as mentioned above, the needed information speaks for itself, and no specific agreement has been made.)
All proofs and documents should be signed and dated at (about) the moment of admission.
However, for students entering a Dutch International Secondary School directly from a Dutch International Primary School, the proofs and documents can be used that were signed and dated at the time of admission to the International Primary School, as long as the stated information remains relevant. Please note that, for admission to the International Secondary School, the student must again comply with one of the three conditions.
Admission Procedure
Admission to the International School Groningen is governed by regulations set in place by the Dutch Government.
Students who wish to enter the schools' MYP programme (age 11-16) must fall into one of the following categories:
- have a non-Dutch nationality and have at least one parent/guardian who works in the Netherlands or in the border region of the Netherlands for a specific period of time
- have the Dutch nationality, have spent a longer period abroad, because at least one of the parents/guardians has worked abroad for a specific period of time, as a result of which the pupil has attended school there for more than two years
- have the Dutch nationality and who can show, by means of an employer's testimonial or another kind of certificate, that the parents/guardians will be dispatched abroad within two years and that the pupil will move abroad with them.
Students who wish to enter the schools' DP programme (16-18), will need to show their academic level with current school records. We would also require a letter of recommendation from their current school that they are able pass into the DP programme, should they be coming from an other IB school. They will also be required to display this academic standard by taking entrance tests and to attend an interview at the school.
Students wishing to enter the DP must also have at least one parent/guardian who works in the Netherlands or in the border region of the Netherlands. The student must be living with the parent/guardian. We do not accept students who will be living on their own.
We as a school are not able to apply for a Visa on behalf of any students . The IND (Dutch Immigration Department) will not issued visa's to secondary school students unless they are moving here with a parent/guardian who already has a work contract in place.
Admittance to the schools' DP programme remains at the discretion of the schools' Diploma Coordinator and senior management team.
