EPA has released long-awaited annual enforcement results for fiscal year 2025, claiming “some of the strongest achievements in years” have taken place since President Trump resumed office, but critics say many of the actions rely on the Biden administration’s work and that the administration has all but abandoned enforcement.

Louis Anthony Cox, the former Trump-era chair of EPA’s Clean Air Scientific Advisory Committee (CASAC), will reprise his role as the head of the newly reconstituted panel that includes several industry and state representatives, along with former science adviser Stanley Young, who like Cox was dismissed from his post by the Biden administration.

Senate Democrats’ recent announcement to resume talks on permitting legislation provides the party a “no regrets” political opening -- whether or not a deal is reached -- to respond politically to energy costs rising fast both before and because of the Iran war, observers say.

“Upwind” states and industry are generally backing EPA’s proposal to ease its interstate ozone policy, and they are pressing the agency to relax requirements further, though this is clashing with claims from “downwind” states that the new approach is unlawful and will set a “dangerous precedent” undermining federal ozone standards.

EPA is defending its deliberations over how to respond to states’ petition seeking to list four PFAS as hazardous air pollutants (HAPs) under the Clean Air Act (CAA), saying the trigger to start the 18-month clock on such reviews has not even begun as the agency is still weighing the petition’s adequacy.
