Strike looms

Some argued for a series of fare-free days, while others were in favour of a repeat of the 48-hour strike which stranded 600,000 commuters a month ago.

The drivers who supported the fare-free days argued that while State Transit would not pay drivers' wages if they did not collect fares, at least the public would not be inconvenienced and might support their cause.

While I imagine this would be preposterously illegal in the U.S., I would think that it better fits the spirit of the Taylor law, than the law itself.

(don't post the answer here, but you can IM/email me if you're curious, if you get it right, though, all the rules will checkout, so you should already be sure :)

Overall, this gives me a good rant about machine knowledge, and how weird 'smart' and 'non-smart' are in the context of the human mind... I really should put that together. But, fundamentally, think about how to solve this puzzle you can't just keep all 15 rules in your head, but need to organize them somehow externally, and process it chunk by chunk. You have to run a program.
