Some argued for a series of fare-free days, while others were in favour of a repeat of the 48-hour strike which stranded 600,000 commuters a month ago.

The drivers who supported the fare-free days argued that while State Transit would not pay drivers' wages if they did not collect fares, at least the public would not be inconvenienced and might support their cause.

While I imagine this would be preposterously illegal in the U.S., I would think that it better fits the spirit of the Taylor law, than the law itself.
