He is also convicted of assault. However, this first-ever successful conviction under the 1989 Act was subsequently quashed by the Circuit Court in March 2001.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14px;\"><span style=\"color: #54a7a7;\"><strong>September 2000:<\/strong><\/span> The Irish government <a href=\"https:\/\/www.irishtimes.com\/news\/review-of-incitement-to-hatred-law-announced-1.1099640\" target=\"_blank\" rel=\"noopener noreferrer\">announces a review<\/a> of the 1989 Prohibition of Incitement to Hatred Act. <\/span>The Law Reform Commission has <a href=\"https:\/\/rm.coe.int\/fifth-report-on-ireland\/168094c575\" style=\"font-size: 14px;\" target=\"_blank\" rel=\"noopener noreferrer\">described the Act as particularly ineffectual in combating online hate speech<\/a><span style=\"font-size: 14px;\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>May 2001: <\/strong><\/span>Six Dublin men are charged under the 1989 Prohibition of Incitement to Hatred Act, for an incident during which there were a number of serious assaults on two black men, a father and son, during which the men were racially abused. <a href=\"https:\/\/www.irishtimes.com\/news\/six-charged-on-alleged-racist-attack-1.308680\" target=\"_blank\" rel=\"noopener noreferrer\">One of the 6 men charged was Paul Barry<\/a>, who would eventually be convicted of assault, but not of Incitement to Hatred. Barry would later be charged and detained in relation to the 2010 murder of black teenager Toyosi Shittabey, where the prosecution accused him of fatally stabbing the 15-year-old (see below). Barry took his own life while awaiting trial in the Shittabey case. In the absence of hate crime legislation, the potential <a href=\"https:\/\/www.independent.ie\/irish-news\/courts\/scholarship-plan-to-remember-toyosi-as-man-acquitted-of-stabbing-murder-28946898.html\" target=\"_blank\" rel=\"noopener noreferrer\">racist element was not pursued in either case<\/a>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>2004:<\/strong> <\/span>Mayo farmer <a href=\"https:\/\/www.independent.ie\/irish-news\/farmer-shot-intruder-as-he-limped-away-after-beating-26349708.html\" target=\"_blank\" rel=\"noopener noreferrer\">Padraig Nally shoots and kills John Ward<\/a>, a Traveller trespassing on his land. Nally is convicted of manslaughter and imprisoned. A racially charged public and media debate ensues. In 2006 the Court of Criminal Appeal overturns the manslaughter charge and Nally walks free after a retrial in which the jury find him not guilty.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>May 2005:<\/strong><\/span> <a href=\"https:\/\/www.independent.ie\/irish-news\/doorman-faces-jail-over-street-death-of-chinese-man-25984928.html\" target=\"_blank\" rel=\"noopener noreferrer\">Two Dublin men are acquitted of murder<\/a>, but one found guilty of the manslaughter of Ly Minh Luong in Temple Bar in Dublin on 16 August 2002. Both men were also found guilty of causing harm to Mr Wei Dong, who was assaulted and racially abused in the same incident. Mr Luong died 3 days later from his injuries. It is thought that the case was not treated or recorded as a hate crime.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>January 2008:<\/strong> <\/span>18-years-old Marioara Rostas, a Roma girl who recently arrived from Romania to join her family, was abducted while begging in the streets in Dublin. Over a two-day period, she was sexually assaulted by a number of men connected to a Dublin criminal gang and died from being shot four times in the head. Her body was dumped in a shallow grave where it was not found for four years. A <a href=\"https:\/\/www.irishtimes.com\/news\/crime-and-law\/courts\/man-found-not-guilty-of-murder-of-roma-teenager-1.1884297\" target=\"_blank\" rel=\"noopener noreferrer\">2014 trial<\/a> acquitted one suspect of her murder. In the absence of hate crime legislation, the potential racist hate element was not recognised during the investigation.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>October 2008:<\/strong> <\/span>The Morris Tribunal publishes the <a href=\"http:\/\/www.justice.ie\/en\/JELR\/Eighth%20Report%20of%20the%20Morris%20Tribunal.pdf\/Files\/Eighth%20Report%20of%20the%20Morris%20Tribunal.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Final Report<\/a> of its 5 years of hearings and investigation into serious allegations of Garda corruption and misconduct. Among the findings was that of a \u201cthem and us\u201d culture operating within An Garda S\u00edoch\u00e1na (AGS), briefly prompting Minority Ethnic recruitment quotas until they were abandoned under austerity and the recruitment freeze in 2009.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>April 2010:<\/strong><\/span> Toyosi Shittabey a 15-year-old black boy from Tyrellstown, Dublin, is fatally stabbed after being racially abused. Two brothers are charged with the killing. One dies by suicide at the start of the <a href=\"https:\/\/www.irishtimes.com\/news\/no-one-will-ever-be-jailed-for-killing-of-schoolboy-1.2622\" target=\"_blank\" rel=\"noopener noreferrer\">trial<\/a>. The second is acquitted of murder. In the absence of hate crime legislation, the potential hate element was not recognized as part of the investigation <span>\u00a0(see May 2001)<\/span>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>April 2011:<\/strong> <\/span><a href=\"https:\/\/www.irishtimes.com\/news\/senior-garda-to-investigate-treatment-of-corrib-protesters-1.563271\" target=\"_blank\" rel=\"noopener noreferrer\">An audio recording emerges<\/a> which captures a number of Garda\u00ed in a Garda vehicle making repeated \u2018jokes\u2019 about raping and deporting one of two female environmental protesters they had arrested.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>April 2011:<\/strong><\/span> The Committee on the Elimination of Racial Discrimination (<em>CERD<\/em>) issues <a href=\"https:\/\/tbinternet.ohchr.org\/_layouts\/15\/treatybodyexternal\/Download.aspx?symbolno=CERD%2fC%2fIRL%2fCO%2f3-4&amp;Lang=en\" target=\"_blank\" rel=\"noopener noreferrer\">Concluding Observations<\/a> in its third and fourth report on Ireland, urging the introduction of hate crime legislation and the publication of disaggregated data on racist incidents.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>November 2011:<\/strong> <\/span>Dublin Black Taxi driver Moses Ayanwole died in hospital after being assaulted by a passenger. <a href=\"http:\/\/www.metroeireann.com\/news\/73\/dublin-man-acquitted-in-nigerian-taxi-driver-case.html\" target=\"_blank\" rel=\"noopener noreferrer\">A man was later acquitted of manslaughter<\/a>. In the absence of hate crime legislation, the potential hate element was not recognized as part of the investigation.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>January 2013:<\/strong><\/span> Fianna F\u00e1il Donegal County Councillor Se\u00e1n McEniff repeatedly makes <a href=\"https:\/\/www.youtube.com\/watch?v=tIwzcuzDkvA\" target=\"_blank\" rel=\"noopener noreferrer\">comments<\/a> live on the radio about segregating Travellers and condemning the Council for providing accommodation to a Traveller family. The comments are followed by an arson attack on that Traveller family\u2019s home. Efforts to pursue a prosecution under the 1989 Incitement to Hatred Act are <a href=\"https:\/\/www.donegaldemocrat.ie\/news\/donegal-news\/41172\/Councillors-won-t-face-any-charges.html\" target=\"_blank\" rel=\"noopener noreferrer\">unsuccessful<\/a>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>February 2013:<\/strong> <\/span><a href=\"https:\/\/rm.coe.int\/fourth-report-on-ireland\/16808b5808\" target=\"_blank\" rel=\"noopener noreferrer\">A report by the European Commission on Racism and Intolerance (ECRI)<\/a> urges a ban on Ethnic profiling, the introduction of hate crime legislation and constitutional protections against racism. It emphasises General Recommendation urging better police efforts to combat racism and monitor racist incidents.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>July 2013:<\/strong><\/span> The Integration Centre publishes \u2018Recording Racism in Ireland\u2019 report which, identifies gaps in Garda procedures on recording racist crimes, it makes a series of recommendations for addressing them.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>2013: <\/strong><\/span><a href=\"https:\/\/www.irishtimes.com\/news\/social-affairs\/facebook-post-and-hysteria-led-to-roma-children-s-removal-1.1574029?mode=sample&amp;auth-failed=1&amp;pw-origin=https%3A%2F%2F%3Ca%20target=%27_blank%27%20class=%27hyphenate%27%20onclick=%27void(0)%27%20href=%27http:\/\/www.irishtimes.com%2Fnews%2Fsocial-affairs%2Ffacebook-post-and-hysteria-led-to-roma-children-s-removal-1.1574029%27%3Ewww.irishtimes.com%2Fnews%2Fsocial-affairs%2Ffacebook-post-and-hysteria-led-to-roma-children-s-removal-1.1574029%3C\/a%3E\" target=\"_blank\" rel=\"noopener noreferrer\">Garda\u00ed and health workers removed a seven-year-old blonde-haired Roma girl from her family in Tallaght<\/a>, Dublin on suspicion that she had been abducted by her own family. The next day, Garda\u00ed in Athlone removed a second blonde-haired Roma child from his family. Both children were returned to their families. An investigation found that the families had been targeted as a result of ethnic profiling by health services and the police, however, it reported that there was \u201cno evidence of institutional racism\u201d influencing public authorities\u2019 decision-making process.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>December 2013:<\/strong><\/span> INAR (formerly ENAR Ireland) launches <a href=\"http:\/\/www.ireport.ie\" target=\"_blank\" rel=\"noopener noreferrer\">iReport.ie<\/a>, an independent, national online system to capture incidents of racist violence, and police responses to victims. It replaces and further develops the NCCRI recording system and provides the basis for a number of analyses and reports on hate crime, racist violence and discrimination in Ireland. To this date, it publishes the <a href=\"https:\/\/inar.ie\/ireport-reports-of-racism-in-ireland\/\" target=\"_blank\" rel=\"noopener noreferrer\">iReport.ie Reports of Racism in Ireland<\/a>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>May 2014:<\/strong><\/span> The Minister for Justice faces opposition questioning after it emerges that Garda\u00ed were using the PULSE crime database to record details of Traveller children, some as young as 16 days old.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>January 2014<\/strong><\/span><a href=\"https:\/\/ulir.ul.ie\/handle\/10344\/4485\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #54a7a7;\">:<\/span>\u00a0\u2018A Life Free From Fear\u2019 Legislating for Hate Crime in Ireland: An NGO Perspective<\/a><em><strong>\u2019<\/strong><\/em> is published by the Hate and Hostility Research Group, University of Limerick.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>March 2014:<\/strong><\/span><em><strong>\u00a0<\/strong><\/em><a href=\"https:\/\/www.upr-info.org\/sites\/default\/files\/document\/ireland\/session_12_-_october_2011\/iccl_upr_interim_stage_compendium_march_2014.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Universal Periodic Review interim report on Ireland<\/a> recommends the introduction of hate crime legislation.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>2015:<\/strong><\/span> <a href=\"https:\/\/ulir.ul.ie\/bitstream\/handle\/10344\/4751\/Schweppe_2015_shadows.pdf?sequence=2\" target=\"_blank\" rel=\"noopener noreferrer\">\u2018Out of the Shadows: Legislating for Hate Crime in Ireland &#8211; Preliminary Findings\u2019<\/a> is published by the Hate and Hostility Group, University of Limerick.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>2015-2017:<\/strong><\/span> Garda crime figures found to be so unreliable they <a href=\"https:\/\/www.cso.ie\/en\/statistics\/crimeandjustice\/garda_recorded_crime_statstics\/\" target=\"_blank\" rel=\"noopener noreferrer\">are not published by the Central Statistics Office (CSO)<\/a>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>January 2016: <\/strong><\/span>INAR launches <a href=\"https:\/\/inar.ie\/hatecrime\/\" target=\"_blank\" rel=\"noopener noreferrer\">Love Not Hate campaign<\/a> for the introduction of hate crime legislation<strong>.<\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>June 2016: <\/strong><\/span>The National LGBT Federation publishes <a href=\"https:\/\/www.nxf.ie\/events\/burning-issues-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u2018Burning Issues 2: What\u2019s Next for LGBT in Ireland\u2019 report<\/a><em> based on <\/em>the largest consultation of the LGBT community ever undertaken in Ireland.\u00a0The report strongly recommends for the Government to introduce hate crime legislation to protect all minorities as the prevention of bullying and violence is the key concern of the LGBT community.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>July 2016:<\/strong> <\/span>Fianna Fail backbenchers introduce a <a href=\"https:\/\/www.oireachtas.ie\/en\/debates\/debate\/joint_committee_on_justice_and_equality\/2017-04-12\/2\/\" target=\"_blank\" rel=\"noopener noreferrer\">private members Hate Crime Bill<\/a> in the Oireachtas.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>2016:<\/strong> <\/span><a href=\"http:\/\/policereform.ie\/en\/POLREF\/Hate%20and%20Hostility%20Research%20Group.pdf\/Files\/Hate%20and%20Hostility%20Research%20Group.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">A \u2018discriminatory motive\u2019 flag<\/a> is introduced to PULSE the AGS recording system, including specific groups.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>January 2017:<\/strong> <\/span>The NGO-research coalition, the National Steering Group Against Hate Crime is established. Now re-named as the <a href=\"https:\/\/inar.ie\/our-work\/policy-and-advocacy\/coalition-against-hate-crime-ireland\/\" target=\"_blank\" rel=\"noopener noreferrer\">Coalition Against Hate Crime Ireland, CAHC<\/a> is a civil society coalition whose members represent groups commonly targeted in hate crimes, including Minority Ethnic Groups, religious minorities, LGBTQI communities, disabled people and people with intellectual disability, and others, as well as academics and researchers. The authors identify, among others, a \u201cpolicy vacuum\u201d, lack of police training, and fragmented inter-institutional relationships as factors inhibiting the prosecution of hate crime in Ireland.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>January 2018:<\/strong><\/span><em>\u00a0<\/em>INAR makes its <a href=\"https:\/\/inar.ie\/wp-content\/uploads\/2019\/11\/ENAR-Irl-Submission-DoJ-UNCERD-01-18.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Submission on Ireland\u2019s combined draft 5th 6th and 7th State report to the UN Committee on the Elimination of Racial Discrimination (CERD)<\/a>, recommending inter alia &#8211; the adoption of hate crime legislation, measures to tackle racial discrimination within An Garda S\u00edoch\u00e1n\u00e1 and the banning of racial profiling, in accordance with the concluding observations from CERD\u2019s 3<sup>rd<\/sup> and 4th report for Ireland.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>February 2018:<\/strong><\/span>\u00a0INAR\u2019s <a href=\"https:\/\/inar.ie\/wp-content\/uploads\/2019\/11\/ENAR-Ireland-Submission-to-CFPI-Feb-2018.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">submission to the Commission on the Future of Policing in Ireland<\/a> calls for a human rights-based radical overhaul of An Garda S\u00edoch\u00e1na\u2019s functions and capacity to deal with hate crime and relate to minority ethnic communities.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>June 2018:<\/strong> <\/span>INAR makes its <a href=\"https:\/\/inar.ie\/wp-content\/uploads\/2019\/11\/ENAR-Irl-Submission-DoJ-UNCERD-01-18.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">submission to the European Commission against Racism and Intolerance (ECRI) Civil society Roundtable<\/a>, calling inter alia &#8211; for the adoption of Hate Crime Legislation, measures to tackle racial discrimination within An Garda S\u00edoch\u00e1n\u00e1 and the banning of racial profiling.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>July 2018:<\/strong><\/span> The Irish Council for Civil Liberties publishes <a href=\"https:\/\/www.iccl.ie\/wp-content\/uploads\/2018\/09\/Human-Rights-Based-Policing-in-Ireland.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">\u2018A Human Rights Based Approach to Policing in Ireland\u2019<\/a> which contains substantial recommendations on Garda reform, with a specific focus on hate crime and hate crime data recording. The report\u00a0<span>revealed that Ireland has the highest rates of hate crime against people of African background and transgender people in the European Union.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>2018:<\/strong> <\/span>The Commission on The Future of Policing in Ireland publishes <a href=\"http:\/\/policereform.ie\/en\/polref\/pages\/pb18000006\" target=\"_blank\" rel=\"noopener noreferrer\">\u2018The Future of Policing in Ireland\u2019<\/a> which has clear recommendations on hate crime.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>December 2018:<\/strong> <\/span>An Garda S\u00edoch\u00e1na <a href=\"http:\/\/www.policingauthority.ie\/en\/authority-meetings\/previous-meetings-details\/policing-authority-meeting-13-12-2018\" target=\"_blank\" rel=\"noopener noreferrer\">hold a national seminar<\/a> to support the development of their national hate crime strategy.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #b4c964;\"><span style=\"color: #54a7a7;\"><strong>February 2019:<\/strong><\/span>\u00a0<\/span><a href=\"https:\/\/www.irishexaminer.com\/breakingnews\/ireland\/gsoc-to-probe-gardas-alleged-racist-language-902506.html\" target=\"_blank\" rel=\"noopener noreferrer\">Press reports that GSOC, the Garda S\u00edoch\u00e1na Ombudsman\u2019s Commission, is carrying out an investigation<\/a> in relation to allegations that at a 2014 Garda briefing, a senior Garda allegedly made racist comments about black youths. The investigation will also cover an internal Garda probe into the matter.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>April 2019:<\/strong> <\/span>An Garda S\u00edoch\u00e1na revises its <a href=\"https:\/\/www.garda.ie\/en\/crime\/hate-crime\/what-is-hate-crime-.html\" target=\"_blank\" rel=\"noopener noreferrer\">hate crime and hate crime incident definition<\/a>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>October 2019:<\/strong>\u00a0<\/span>An Garda S\u00edoch\u00e1na publishes its <a href=\"https:\/\/www.garda.ie\/en\/crime-prevention\/community-engagement\/community-engagement-offices\/garda-national-diversity-integration-unit\/diversity-and-integration-strategy-2019-2021-english-v1-1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Diversity and Integration Strategy 2019-2021<\/a> including specific obligations on hate crime recording.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>October-December 2019: <\/strong><\/span>The Government conducts <a href=\"http:\/\/www.justice.ie\/en\/JELR\/Pages\/Hate_Speech_Public_Consultation\" target=\"_blank\" rel=\"noopener noreferrer\">consultation on hate speech and incitement to hatred <\/a>as part of its ongoing review of the Prohibition of Incitement to Hatred Act, 1989. A report detailing findings of this consultation and research into hate crime legislation in five other jurisdictions is anticipated by the end of 2020.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #b4c964;\"><span style=\"color: #54a7a7;\"><strong>November 2019:<\/strong><\/span>\u00a0<\/span> INAR produces a\u00a0<a href=\"https:\/\/inar.ie\/cerd19\/cerd-acsr-execsummary\/\" target=\"_blank\" rel=\"noopener noreferrer\">Collective Civil Society Alternative Report<\/a>, based on a national Civil Society consultation over the summer of 2019, and submits it to the Committee on the Elimination of Racial Discrimination (<em>CERD<\/em>). The report stresses the need for hate crime legislation in Ireland and that leadership is needed to introduce the standards of recording, investigation, and prosecution, as well as victim support, to bring Ireland into line with international good practice.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>December 2019:<\/strong>\u00a0<\/span> The\u00a0Irish Government\u00a0is presenting <a href=\"http:\/\/www.justice.ie\/en\/JELR\/Pages\/International_Convention_on_the_Elimination_of_All_forms_of_Racial_Discrimination\" target=\"_blank\" rel=\"noopener noreferrer\">State Report<\/a>\u00a0to CERD\u00a0in Geneva.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #54a7a7;\">December 2019:<\/span>\u00a0<\/strong>CERD issues <a href=\"https:\/\/inar.ie\/the-cerd-committee-findings-on-ireland-published\/\" target=\"_blank\" rel=\"noopener noreferrer\">Concluding Observations in the combined 5<sup>th<\/sup> to 9<sup>th<\/sup> reports on Ireland<\/a>, urging the introduction of hate crime legislation among its main recommendations.\u00a0\u00a0CERD also recommends that Ireland drop its reservation on Article 4 of the ICERD on measures to curb hate speech and curb the activities of groups who spread hatred.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"color: #54a7a7;\">January 2020:<\/span><\/strong> Government publishes the <a href=\"https:\/\/www.gov.ie\/en\/policy-information\/33d440-online-safety-and-security\/#:~:text=The%20General%20Scheme%20of%20the,General%20on%209%20January%202020.&amp;text=creating%20a%20regulatory%20framework%20to,amplification%20of%20harmful%20online%20content\" target=\"_blank\" rel=\"noopener noreferrer\">General Scheme of the Online Safety and Media Regulation Bill<\/a>, at the same time approving the drafting of the Bill by the Attorney General\u2019s Office.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>2020: <\/strong><\/span>Garda National Diversity Forum is established. It is a consultative forum with the Civil Society looking at the implementation of <span>An Garda S\u00edoch\u00e1na&#8217;s Diversity and Integration strategy<\/span>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>2020: <\/strong><\/span>INAR in conjunction with <a href=\"https:\/\/www.facingfacts.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\">Facing Facts<\/a> is developing Garda Training Modules on Hate Crime, the new Garda working definition of hate crime, hate crime recording on the new Pulse system and victims\u2019 needs.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>June 2020:<\/strong> <\/span>The new\u00a0<a href=\"https:\/\/static.rasset.ie\/documents\/news\/2020\/06\/draft-programme-for-govt.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Programme for Government<\/a>\u00a0commits to the introduction of hate crime legislation within 12 months.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>June 2020:<\/strong> <\/span><a href=\"https:\/\/www.gov.ie\/en\/speech\/40810-supporting-inclusion-and-combatting-racism-in-ireland-dail-statement-by-minister-with-special-responsibility-for-equality-immigration-and-integration-david-stanton-td\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Anti-Racism Committee is established<\/a>\u00a0with a mandate to develop a new anti-racism strategy, which the Committee interprets to mean a National Action Plan Against Racism (NAPAR). Hate crime legislation is to be introduced in a broader context of NAPAR.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #54a7a7;\"><strong>November 2020: <\/strong><\/span>INAR and IHREC host CERD follow-up events.
