IconPack Maker

IconPack Maker lets you create Windows installers for the icons and cursors that you design. It create a single installer (EXE) that support Windows 7, 8, and 10; there is no need to restart Windows after installing icons.

This application lets you select the resources, customize the license/logo/icon, and even includes a resource editor program.
