I done 2 versions because the PS version contains Selective Coloring.
So the preview goes base to PS version or PSP version.

PS Version:





Get your base and duplicate it twice.
Set the first one to Screen 40%.
Desaturate the second and set it to Softlight 100%.




Now go to Layers, New Adjustment Layer, Selective Color:
Make sure you have the Relative box checked.

Reds: -55, 5, 30, 30.
Yellows: 0, 0, 0, -100.
Greens: 0, 0, 0, -100.
Cyans: 0, 0, 0, -100.
Blues: 0, 0, 0, -100.
Magentas: 0, 0, 0, -100.
Whites: 0, 0, 0, -100.
Neutrals: 15, -20, -30, -40.
Blacks: 0, 0, 0, -25.





Now make a new Hue/Saturation Layer:
Master Saturation: 30.
Reds Saturation: 10.
Yellows Saturation: -100.
Greens Saturation: -100.
Cyans Saturation: -100.
Blues Saturation: -100.
Magentas Saturation: -100.





Make a new Levels Layer:
RGB: Input: 101, 1.18, 255.
Output: 0, 230.

PSP Version:




Get your base and duplicate it twice.
Set the first one to Screen 65%.
Desaturate (Press Shift & L and change the Saturation to 0) the second and set it to Softlight 100%.





Now make a new Hue/Saturation Layer:
Master Saturation: 30.
Reds Saturation: 10.
Yellows Saturation: -100.
Greens Saturation: -100.
Cyans Saturation: -100.
Blues Saturation: -100.
Magentas Saturation: -100.




Make a new Levels Layer:
RGB: 42, 147, 255.




Go back and duplicate the Hue/Saturation layer you made. Drag it so it is above the Levels layer.
Double click on this layer so you can edit it. Change the master saturation from 30 to 0.




Make a new layer and fill it with the colour #c0c0c0. Set it to Multiply 40%.
