Question

I've had a quick look through the FAQs but I couldn't find the answer so perhaps you people know the answer.What are the rules about taking someone else's LJ photo and turning them into icons? It was posted in a community and I can't get in touch to ask permission (user has no email and no posts in their journal)
What are your thoughts?
