Skin/Hair Colors and Fonts

Okay, I have two questions, and neither one is explicitly related to icons but in both cases I was wondering because I want to use the information to help me with my icons, so hopefully it's okay to ask here. If it's not, feel free to delete this post.

First, a while ago I found somewhere two really handy images that were charts of colors with RGB values and hex codes, I think. There was one chart for skin tones and another for hair color. But now I don't seem to have them anywhere. Does anyone know where I can find 'em?

And also, I'm having font issues over here. Back when I had Windows 95 I had no problems, but now I have XP and my brother has conveniently decided that I can't have administrative powers even though he has his own computer so I dunno WTF he's doing messing with this one. But that's not the point. The point is, now I can't seem to install fonts. Am I right that I need to unzip them into the Fonts folder? When I try to do this it gives me an access denied error message. I'm guessing that this is because I don't have admin. powers, does this seem right? This is going to be really frustrating if I have to make my brother install every font I want...
