1. Start off with your base. Works best if the base is slightly dull looking. That can be achieved by simply lowering the contrast of an image. Sharpen once.

2. Duplicate your base then go to Image>Adjustments>Channel Mixer and check the 'Monochrome' box. Set the layer style to 100% 'Overlay'.

3. Duplicate the Monochrome layer and this time set it to 50% 'Color Burn'.

4. Create a new layer and fill it with #152E34 then set the layer to 29% 'Exclusion'.

5. Create a new layer and fill it with #9BA8AB and set the layer to 38% 'Color'.
