I used a photo from here, cropped and resized it to 100x100.
Next, I duplicated the background and sharpened the image. It was a little too sharp, so I lowered the opacity until I got the desired effect. Then, I duplicated the background layer again (make sure you move this to go on top of the 1st duplicat) and blurred Anne's face. This was too blurry, so I lowered the opacity to get the desired effect - probably in the 20 or 30 range (can't remember). Then, I merged all these layers Layers-->Merge-->Merge All (Flatten). You don't have to do this, it just makes the image look a little more defined.

Now, make a new raster layer. Fill it with the color #e5d4c1 and set opacity at 100%, blend mode Darken.

Next, I duplicated the background (make sure the duplication is on top!) and set opacity at 70%. Then, I erased all around the image, but not on Anne's face. Then, put the eraser at about 26% opacity and went carefully over Anne's face. I wanted her face to stand out a little more from the texture.
