Vectoring/cartooning in PS?

I know there's a way to vector images in PSP, but I have yet to find a tutorial for how to do it in PS. I looked through the memories here, and there's nothing about vectoring, just about cartooning images. Any help is great, as usual.

EDIT: If there's a way to cartoon in PS, that'd be nice to learn too. I read that tutorial in the memories, but when I used the effects they seemed to go haywire.
