First, crop a base or find one somewhere on the internet. Try to make the lighting similar to mine, or make some different adjustments to it, to get similar coloring. I duplicated my base twice; once set to Screen 100% and the other set to Soft Light 100%. Then I sharpened my base. It all depends on your base though, so experiment :)
Make a Selective Color layer with these settings.
Reds: -100, +100, +100, +100
Yellows: +100, +100, -100, -100
Neutrals: +30, +25, +25, -10
Make another Selective Color layer with these settings.
Reds: -60, +45, +100, -20
Yellows: +100, +50, +50, +20
Neutrals: +25, +15, +15, -20
New color fill layer, #3f0000. Set it to Exclusion 40%.
New color fill layer, #000d3f. Set it to Exclusion 40%.
Make another Selective Color layer with these settings.
Neutrals: +30, +40, +20, -20
Make a Channel Mixer layer with these settings.
Red: +102, -10, +10, 0
Green: -10, +105, +5, 0
Blue: -10, +20, +105, 0
Make a Hue/Saturation layer with these settings.
Hue: +15
Saturation: +20
Lightness: 0
Now add this texture by

Set it to Screen 100%.
