Find your base. I cropped mine from an image on the Maine's Buzznet. Duplicate your base and set it to Screen 100%.
Make a Selective Color layer with these settings.
Reds: +100, +50, +70, -30
Yellows: +100, 0, -40, +30
Neutrals: +40, -10, +5, +10
Make a Color Balance layer with these settings.
Midtones: -40, 0, +25
Make a new fill layer and fill it with a dark/navy blue. I filled mine with #000645. Set it to Exclusion 100%.
Duplicate your Color Balance layer and drag it to the top, or make a new one with the same settings as above.
Make a Hue/Saturation layer with these settings.
Saturation: +30
Add this texture by
Set it to Screen 100%. And you're done!
