I took this image from Avril Images and cropped it down to 100x100 pixels. Then I duplicated the base and set it to Screen 100%.

I added a Selective Color layer with these settings.
Reds: -40, +100, -50, -20
Yellows: +100, +60, -50, +10
Neutrals: +30, +15, +10, -10

Make a Hue/Saturation layer with these settings.
Saturation: +15

Make a Levels layer with these settings.
Blue: 20, 1.30, 244

I added a texture by lil_brokenangel :

Set it to Screen 100%.
I erased from the face.
And you're done!
