I'm going to teach you to get the coloring above using the GIMP. This tutorial is translatable to most other programs and involves only color balance layers, brightness/contrast layers, channel mixer layers, and color fill layers.

Start off with your base. Mine is from </a></b></a>reibnitz and it is of Avril Lavigne if you didn't know :) Depending on your base, duplicate it. I set mine to Screen at 65%. Flatten your image.

Next make a Color Balance layer with these settings.
Midtones: +30, -20, -50
Shadows: +20, -15, -30
Highlights: -25, -15, +10

Make another Color Balance layer with these settings.
Midtones: -100, 0, +50

Make a Brightness/Contrast layer with these settings.
Contrast: +10

Make a new Channel Mixer layer with these settings.
Red: +120, -30, +10
Green: -10, +105, -5
Blue: +15, +6, +115

Flatten your image if needed and duplicate your flattened image. Set it to Hard Light 100%. Flatten your image again.

Make a Color Balance layer with these settings.
Midtones: +50, +30, -50

Make a new layer and fill it with #f6f86e. Set it to Burn 100%.
Make a new layer and fill it with #dadc0f. Set it to Soft Light 70%.
Flatten your image and you're done!
