Get your base. Mine is made by ashy_lfc_fan. Depending on your base, duplicate it and set it to Screen 100%, which is what I did to mine. Flatten your image.

Make a Color Balance layer with these settings.
Midtones: -80, +50, +20

Make a Levels layer on RED with these settings.
Input Levels: 0, 1.00, 233

Make a Color Balance layer with these settings.
Highlights: 0, 0, +10

Make a new layer with #b9c2dc and set it to Burn 60%.
Flatten your image.

Make a Color Balance layer with these settings.
Midtones: +20, -20, +5

Make a Levels layer on BLUE with these settings.
Input Levels: 0, 1.00, 233

Make a Hue/Saturation layer with these settings.
Saturation: +35
